Regulations
Users of CFHCNET are obliged to comply with the Acceptable
Use Policy of CFHCNET.
The Information Technology Services Centre as the CFHCNET
administrator shall provide and maintain a network responsive to the needs
of its users while the CFHCNET users shall observe these policies to enhance
its integrity and reliability.
The Information Technology Services Centre shall report
all violations of this CFHCNET Acceptable Use Policy to the College, together
with any disagreements with users and justification for its actions.
CFHCNET Acceptable Use Policy
- Users should not interfere with the work of other users
on the network or disrupt network services, and should not deliberately
attempt to degrade the performance of host systems or any devices on
the network.
- Electronic communications facilities (such as E-mail
and Bulletin Board) should be used for non-commercial activities only.
Any communication which violated the Laws of Hong Kong Special Administrative
Region or is undesirable for the College should not be sent or stored.
- Loopholes in network security systems, or knowledge
of special passwords etc., should not be used to disrupt the network
services or to use any resources on the network for which proper authorization
has not been given.
- Users should not intentionally interfere with or alter
the integrity of the network. Such actions include unauthorized use
of accounts, impersonation of other individuals in communications, attempts
to capture or break passwords, attempts to break encryption protocols,
compromising privacy, destruction or alteration of data or programs
belonging to other users, etc.
- Users should not intentionally or knowingly create
or distribute virus programs on the network, and shall take all reasonable
precautions to prevent such actions.
- Computer software or electronic media (video, audio,
photo, book etc.) protected by copyright may not be copied from or onto
the network, except as permitted by law or by the contract with the
owner of the copyright.
- A user account assigned to an individual may not be
used by others without explicit permission from the Information Technology
Services Centre. The individual is responsible for the proper use of
the account, including proper password protection.
- Users should not attempt to connect or disconnect any
equipment (e.g., computers, routers, switches, protocol analyzers, data
loggers, cables, transceivers, UTP connectors, etc.) to or from the
network which may degrade the integrity of the network without first
seeking permission from the Information Technology Services Centre.
The Information Technology Services Centre shall not prevent such connections
or disconnections unreasonably and shall provide full justification
for such action.
- Users should not conduct experiments on the network
that demonstrate network vulnerabilities without the prior permission
of the Information Technology Services Centre.
- Users should apply for a network address from the Information
Technology Services Centre for their networked workstation to avoid
conflicts which might result in disruption of normal operation of the
network.
- All users should comply with the Regulation of CFHCNET.
- In order to maintain the integrity of the network,
the Information Technology Services Centre reserves the right to allow
or disallow the use of any computer or software on the network. The
Information Technology Services Centre shall not exercise this right
unreasonably and shall provide full written justification for such action.
- Network addressed of all network nodes should be centrally
assigned by the Information Technology Services Centre to avoid conflicts
which might result in disruption of the normal operation of the network.
Likewise, assignment of network node names should be coordinated by
the Information Technology Services Centre.
- To protect the integrity of the network and to protect
authorized users from the effects of unauthorized or improper use, the
Information Technology Services Centre reserves the right to limit or
restrict any account holder¡¦s usage, inspect, copy and
remove or otherwise alter any data, file, or system resources which
may be causing disruption.
- The Information Technology Services Centre shall take
all reasonable actions to protect against loss of data in its efforts
to maintain the integrity, privacy and security of the network facilities
but disclaims responsibility for loss or for its necessary interference
with files.
Regulations for Users of the Information Technology Services Centre
- Use of Information Technology Services Centre facilities
is restricted to students and staff of the Caritas Francis Hsu College.
All users must produce their staff or student ID cards for inspection
by Information Technology Services Centre staff on demand.
- A user of the Information Technology Services Centre
must:
- comply with the CFHCNET Acceptable Use Policy;
- use only the workstation he/she has booked;
- use only the account allocated to him/her;
- use only the appropriate booking accounts to book
the appropriate machine;
- use only the software provided by the Information
Technology Services Centre;
- avoid causing disturbance to other users;
- use the printers for approved purposes, which for
students means only for printing course work;
- return all equipment or manuals on loan to the
Information Technology Services Centre by 5:00 p.m. on Monday to
Friday and 12 noon on Saturday;
- leave the Information Technology Services Centre
immediately at its closing time, or at any other time when instructed
to do so by a member of the Information Technology Services Centre
staff.
- A user of the Information Technology Services Centre
must not:
- cause any disturbance to others (e.g., shouting,
singing, etc.) whilst they are in the Information Technology Services
Centre;
- alter, delete, or copy any licensed software;
- attempt to gain unauthorized access to any computer
system in the College or elsewhere;
- allow anyone to use his/her account for any purpose;
- send fraudulent, harassing, obscene, indecent,
intimidating or other unlawful materials or publicize access to
such materials (e.g., messages, graphics) via the electronic communication
facilities;
- use any equipment in the Information Technology
Services Centre to display pornographic or sexually explicit materials;
- remove any equipment, manual or other property
of the Information Technology Services Centre without permission
of a member of the Information Technology Services Centre staff;
- connect any device to the equipment in the Information
Technology Services Centre;
- take away blank papers from the laser printer tray;
- in any way deface or damage any item of equipment,
manual, or other property of the Information Technology Services
Centre;
- smoke, eat, drink or play any form of game in the
Information Technology Services Centre.
- Any user who infringes any of the Information Technology
Services Centre Rules shall be required to leave the Information Technology
Services Centre and may be denied further access for a period, pending
consultation with the College.
